Clarence Mitchell, l’ancien directeur de l’unité de surveillance des médias du cabinet du premier ministre britannique (Tony Blair et plus tard Gordon Brown), devenu responsable de l’image et de la communication des McCann, serait en pourparlers avec une agence de Relations publiques où, selon The Telegraph, il projette d’aider d’autres parents qui ont perdu leurs enfants.

L’information serait toutefois à prendre au conditionnel, car une source au sein du Foreign Office continue à affirmer que l’ancien poste de Clarence Mitchell lui reviendrait naturellement à la fin de l’affaire McCann.

Clarence Mitchell, former director of the Media Monitoring Unit for the Prime Minister's cabinet, (Tony Blair and later Gordon Brown) now PR spokesman for the McCanns, is in talks with a public relations agency where, according to The Telegraph, he plans to help other parents who have lost their children.

The information, however, is to be taken as conditional, because a source at the Foreign Office continues to affirm that Clarence's former post will naturally go back to him when the McCann case ends.

Récemment, Clarence Mitchell avait promis aux parents d’Amy Fitzpatrick de promouvoir la disparition de la jeune Irlandaise auprès des médias britanniques, notamment sur les écrans des grandes chaines de télévision. Un mois après, l’affaire continue absent des médias à l’exception de quelques informations reprises en Irlande - d’où est originaire Amy – et en Espagne, pays d’où la jeune fille est disparu.

L’ancien journaliste est supposé avoir aidé d’autres parents en dehors du couple McCann sur base du bénévolat, mais aujourd’hui, malgré un important salaire, il recherche d’autres options : “Je suis heureux d'aider n'importe qui à faire face aux médias, mais je dois me placer dans une situation financière ferme,” affirme Clarence Mitchell.

"I must stress, however, that there is no question of abandoning Kate and Gerry McCann," Clarence stated.

Recently, Clarence Mitchell had promised Amy Fitzpatrick's parents that he would promote the disappearance of the young Irish girl using the British media, notably on the screens of the major television channels. One month later, the case continues to be absent from the media, with the exception of a few details given out in Ireland - from where Amy originates - and in Spain, the country from which the young girl disappeared.

The former journalist is supposed to have helped other couples besides the McCann couple on a pro bono basis, but today, in spite of a significant salary, he is looking at other options: "I am happy to help whoever has to face the media, but I have to place myself on a secure financial footing," Clarence Mitchell stated.

7e72b37f7a7cd4f6dfb46c892b0eef72.jpgLes enquêteurs portugais de la Police Judiciaire (PJ) ne sont pas arrivés à Robert Murat par hasard, ils y ont été conduits par une “machine” britannique bien huilée, où l’homme a été pointé du doigt par ses compatriotes avec un objectif que les inspecteurs ont tout de même fini par déjouer : il était l’appât vers qui la police et les médias étaient censés de regarder pendant que l’action, la vraie, était ailleurs.

The Portuguese investigators of the PJ did not happen upon Robert Murat by accident. They were led there by a well-oiled British, "machine," where the finger was pointed at the man by his compatriots with an objective which, the inspectors still ended up thwarting: he was the bait, in whose direction the police and the media were supposed to be looking while the real action was elsewhere.

Il est aujourd’hui certain que Robert Murat a plus de victime que de coupable, c’est du moins la conclusion à que la PJ est parvenue après les premiers interrogatoires au Britannique, pourtant avare en explications à propos de certains faits qui n’ont pas cessé d’intriguer les inspecteurs chargés des investigations.

It is now certain that Robert Murat is more victim than guilty party. That, at least is the conclusion arrived at by the PJ after the first interrogations of the British man, however lacking in explanations about certain facts which have not ceased to intrigue the inspectors in charge of the investigations.

Après 14 mois le Britannique garde encore le souvenir du jour où il a été amené par les inspecteurs vers les installations de la PJ a Portimão, où il a été interrogé pendant de longues heures en présence des agents de liaison de la police britannique, sans pourtant recevoir la moindre aide de son consul, Bill Henderson, ou des services du consulat, occupés avec Kate et Gerry McCann, les parents Madeleine, la petite fille de trois ans que les médias britanniques, en particulier le The Mirror, diront ressembler à sa propre fille. Même son ambassadeur, John Buck, très présent à Algarve pendant les jours qui ont suivi la disparition de Madeleine, ira l’ignorer pendant toute la durée de l’enquête, du moins en ce que concerne une éventuelle aide, que sa mère sera forcée de rechercher au pays natal et auprès d’un avocat portugais, maitre Francisco Pagarete.

After 14 months the British man retains the memory of the day he was taken by the inspectors to the PJ's offices in Portimao, where he was interrogated for many hours in the presence of liaison officers from the British police, without, however, receiving the least help from his consul, Bill Henderson, or the services of the consulate, who were busy with Kate and Gerry McCann, parents of Madeleine, the little three year-old girl whom the British media, in particular The Mirror, would say resembled his own daughter. Even his ambassador, John Buck, a strong presence in the Algarve in the days following Madeleine's disappearance, was going to ignore him for the duration of the investigation, at least concerning any possible help, which his mother would be forced to look for in her home country and from a Portuguese lawyer, Me Francisco Pagarete.

SOS Madeleine McCann: delays in setting up emergency numbers for missing children across EU countries.

La Commission sonne l’alarme pour les retards dans la mise en service des numéros d’urgence 116 destinée aux enfants

Les parents et les enfants doivent pouvoir appeler à l'aide rapidement et gratuitement tout en voyageant dans l’Union européenne. Rien que dans le Royaume-Uni et en Belgique, plus de 7.500 enfants ont été donnés comme disparus en 2007 (www.missingchildreneurope.eu). La préoccupation du public à propos de la sécurité des enfants a augmenté par des cas comme la disparition de Madeleine McCann au Portugal. En 2007, la Commission a réagi en réservant, au niveau national, des numéros de téléphone à six-chiffres commençant par le 116 pour des lignes d’appel d’urgente destinés aux cas d’enfants disparus (116000) et pour les services d'assistance (116111) avec lesquels les enfants peuvent eux même rechercher de l'aide. Cependant, un récent rapport de l’Union européenne prouve que seulement une minorité d'États membres ont assigné ces nombres aux prestataires de service : sept pour le 116000 et dix pour 116111. La Commission invite aujourd'hui les États membres à accélérer la mise en service de ces numéros.

The Commission sounds the alarm over delays in setting up emergency 116 numbers for children.

Parents and children should be able to call for quick and free help when traveling in the European Union. In the United kingdom and Belgium alone, more than 7,500 children were reported missing in 2007. (www.missingchildreneurope.eu) The interest of the public in child safety has been increased by cases like Madeleine McCann's disappearance in Portugal. In 2007, the Commission reacted by reserving at national level, six-figure telephone numbers starting with 116 for emergency lines planned for cases of missing children (116000) and for the support services (116111) with which children themselves could look for help. However, a recent European Union report proves that only a minority of the member States have assigned these numbers to service providers: seven for the 116000 and ten for 116111. The Commission now invites the member States to speed up the setting up of these numbers.

En vertu des lois de l’Union européenne, les États membres ne doivent pas assigner les numéros, il leur est exigé de les réserver et d’informer le public et les prestataires de leur disponibilité. Le rapport démontre que peu d'efforts ont été faits par des États membres de manière à faire connaître la disponibilité des numéros, retardant leur mise en place.

By virtue of the laws of the European Union, member States don't have to assign the numbers: they are required to reserve them and to inform the public and service providers of their availability. The report shows that little effort has been put in by the member States to make the availability of these numbers known, delaying their setting up.

Il y a un an, la Commission a réclamé des numéros de téléphone européens 116 pour le faciliter aux parents et aux enfants d’appeler à l'aide,” a dit Viviane Reding, Commissaire européenne pour les Télécommunications. “Jusqu'ici seulement la Hongrie a pris toutes les mesures nécessaires pour mettre en place et en service les numéros 116. J'applaudis cet exemple, mais on doit sonner l’alarme dans les 26 autres États membres. Sous la charte de l'UE des droits fondamentaux, signée par tous les États membres, les droits de l'enfance doivent être protégés. C'est dommage que dans beaucoup d’États membres l'action ne semble pas suivre les mots quand il s’agit de mettre en application les numéros qui peuvent fournir une aide précieuse aux parents et aux enfants. La Commission a fait sa part du travail et espère qu'il ne sera pas nécessaire de commencer des procédures légales sur une question où il devrait y avoir un large consensus.”

"A year ago, the Commission claimed the European telephone numbers 116 to make them available to parents and children to call for help," said Viviane Reding, European Commissioner for Telecommunications. "Until now, only Hungary has taken all the necessary steps to set up and put the 116 numbers into service. I applaud that example, but the alarm must be sounded in the 26 other member States.

Under the EU Charter of Fundamental Rights, signed by all the member States, the rights of the child must be protected. It is a pity that in many member States, action does not seem to follow words when it comes to putting into operation the numbers which could precious help to parents and children. The Commission has done its part of the work and hopes that it won't be necessary to start legal procedures on a question where there must be a large consensus.

Le rapport d'aujourd'hui prouve que plus de progrès est nécessaire pour obtenir la mise en service des numéros 116 000 et 116111 à travers l'Union européenne :

The report today proves that more progress is necessary to obtain the setting up of the 116000 and the 116111 numbers across the European Union.

*The 116000 and 116111 numbers have been made public - available in 24 countries Austria, Belgium, Bulgaria, Czech Republic, Cyprus, Denmark, Germany, Estonia, Greece, Spain, Finland, France, Hungary, Ireland, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Sweden, Slovenia, and Slovakia) but not in Italy, Latvia or the United Kingdom. The deadlines for reserving these numbers was August 30th 2007 (116000) and February 29th 2008 (116111)

Ceci a retardé la reprise de ces numéros par les potentiels prestataires, la plupart du temps organisations non gouvernementales. Il appartient aux prestataires de rendre opérationnels les numéros d’urgence et d'assistance une fois qu'un État membre leur assigne un numéro. Ces prestataires de service doivent être capables d’assurer dans tout le pays un service irréprochable et gratuitement, 24/7. La Commission suit de près l’évolution et la mise en place des services dans tous les États membres.

Until now, only Hungary has indicated that the two numbers (116000 and 116111) are operational.

It is up to the providers to make the emergency numbers and the service operational once a member State has assigned a number to them. These service providers must be capable of assuring a free and impeccable service, throughout the country 24/7. The Commission is following closely the development and the setting up of the services in all member States.

Au Portugal le 1410 et le 116000

Le Gouvernement portugais, par décision du Ministère de l'Administration Interne, a attribué à l'Institut d'Aide à l'Enfant (IAC) la responsabilité du numéro de téléphone d’appel d’urgence 116000, un système qui permet l'avertissement rapide et gratuit dans les situations de disparition d'enfants.

L'Institut d'Aide à l'Enfant est une institution privée de solidarité sociale, créée en 1983, par un groupe de personnes de différents secteurs professionnels : médecins, magistrats, enseignants, psychologues, juristes, sociologues, techniciens des services sociaux, éducateurs, etc.

In Portugal 1400 and 116000

The Portuguese government, by decision of the Ministry of Internal Administration, has assigned to the Institute for Helping Children (IAC) the responsibility for the emergency telephone number 116000, a system which allows rapid and free warnings in situations of missing children.

The Institute for Helping Children is a private organisation of joint social action, created in 1983, by a group of people from various professional sectors: doctors, magistrates, teachers, psychologists, lawyers, sociologists, social workers, educators, etc.

SOS Madeleine McCann: Money leads the McCanns to Oprah Winfrey.

In the news this week, we hear that Kate and Gerry McCann have accepted an invitation to appear on the American Oprah Winfrey show. It seems that the coffers of the Madeleine fund are in need of a top-up and Oprah pays well!
That fund seems to have served the McCann family well, what with making a couple of payments on the McCanns' mortgage and providing John McCann with a full-time job. It may just be me, but I thought it quite odd that John McCann gave up his job so soon after Madeleine's disappearance to work for the campaign to find her. Bit of a risk, really, since an abducted child could turn up at any time, within days maybe, but John must have been thinking of this as a long-term job to give up his previous secure position. I do wonder what led him to think of this as a long-term prospect.

Kate et Gerry McCann projettent leur participation dans le talk-show d’Oprah Winfrey, un des plus importants des États-Unis, en échange d’une substantielle contribution financière destinée, selon leur porte-parole, à alimenter le fonds Madeleine.

Kate and Gerry McCann are planning their participation in the Oprah Winfrey show, one of the most important in the United States, in exchange for a substantial financial contribution to augment the Madeleine Fund, according to their spokesman.

This possibility was already being considered in January by Madeleine's parents, but their spokesman had ruled out their participation in the Oprah Winfrey and Barbara Walters shows at the time, because, "Gerry and Kate are not going to give interviews while they are still suspects." (arguidos)


L’information est pourtant confirmée par un responsable du producteur de l’émission aux États-Unis qu’affirme que les McCann sont réceptifs à une offre d’Oprah, sans toutefois préciser le montant que serait versé aux parents de Madeleine.

Selon Clarence Mitchell, le fonds à encore en caisse la somme de 500,000 £, soit moins de la moitié de la somme originale donnée par le public, une somme jugé insuffisante pour continuer les recherches de Madeleine.

The information is confirmed by a senior producer of the show in the United States, who affirms that the McCanns are receptive to an offer from Oprah, without specifying the amount that would be paid to Madeleine's parents.

According to Clarence Mitchell, the fund still has the sum of £500,000 in the bank, which is less than half the amount donated by the public, a sum judged to be insufficient to continue the search for Madeleine.

Récemment, Kate et Gerry McCann ont montré leur inquiétude avec la diminution des dons du public. Le couple a d’ailleurs décidé de renouveler leur appel aux dons.

Selon les responsables du fonds Madeleine, la plupart des dépenses ont été effectuées avec les détectives privés (Metodo 3 et autres) et les campagnes d’affichage au Portugal et en Espagne. L’argent du fond destiné à la recherche de Madeleine a également été utilisé pour payer l’hypothèque de la maison des McCann à Rothley à plusieurs reprises (officiellement deux fois) et une part des frais de justice engagés dans la défense du couple.

Kate and Gerry McCann have recently shown their concern about the decline in public donations. The couple, therefore, decided to renew their appeal for donations.

According to the trustees of the Madeleine Fund, most of the expenses were incurred with private detectives (Metodo 3 and others) and the poster campaigns in Portugal and Spain. The money designated for the search for Madeleine was also used to pay the mortgage on the McCanns' house several times (offically twice) and part of the costs of the legal defence hired by the couple.
