SOS Madeleine McCann: fifth British diplomat leaves office since Madeleine McCann's disappearance.

Celia Edwards, British consul in Portimao has announced that she will leave her post. I have read elsewhere that Ms Edwards was leaving to pursue her career in law, but SOS Madeleine McCann cites, "family reasons." The two are not mutually exclusive: I just thought I'd mention the different quotes.

Celia Edwards, British consul in Portimao, known for having accompanied Kate and Gerry McCann during their interrogations in September 2007, has just officially announced her resignation from the post she has held for less than a year in Portugal. She becomes the fifth Foreign Office officlal to leave their post after having intervened in the McCann case.


L’information a déjà été confirmée par le Foreign Office à Londres qui avance des raisons d’ordre familiales pour justifier le départ de la consule.

Avant elle, John Buck, ambassadeur, et Bill Henderson, consul, avaient également quitté leurs fonctions démissionnant. Le premier aout 2007, Celia Edwards remplace Bill Henderson, après que celui-ci avait créé la surprise annonçant sa démission.

Clarence Mitchell, former head of the Media Monitoring Unit in Blair's government, ended by being engaged by the multi-millionaire Brian Kennedy, his unique mission to become the spokesperson for Kate and Gerry McCann.

Juan José Corté, father of Mari Luz, leads anti-paedophile march in Madrid.



On Sunday 22nd June, around 1,000 people took part in an anti-paedophile march in Madrid. Juan José Cortés, father of Mari Luz, who was abducted and believed to have been murdered by a paedophile in January this year, led
the march.

Around 1000 people took part in the so-called ‘March Blanca’ on Saturday which took over the Puerta del Sol in Madrid on Saturday in demand for harsher penalties for paedophiles in Spain.

Organised by the ‘Protégeles – protect them’ group it was lead by Juan José Cortés, the father of Mari Luz Cortés, the Huelva five year old who is believed to have died at the hands of paedophile earlier this year.

The main banner read ‘Against sexual abuse, we ask for more serious measures and sentences’.

The children defender, Arturo Canalda, also took part in the protest which also so representation from many institutions such as the Madrid regional government and the Madrid Institute for the Family and Child."

"Police suspect that Cédrika Provencher, a nine year old girl from Trois Riviere, Quebec, was abducted at approximately 8 pm on Tuesday, July 31st, 2007 by a man identified by other neighbourhood children as being white and between the ages of 30 and 60. He had previously asked the other children for help in finding a lost dog and Cedrika had been looking for a lost black or black and white dog although she did not have a dog of her own. Her bicycle and bicycle helmet were later found, abandoned."

On the weekend before last, Cédrika's parents, who have never given up the search for her, accepted the help of a group of volunteer psychics.

Nearly a year after the disappearance of little Cédrika Provencher, aged 10, her parents tested out the skills of American psychics this weekend with a team of volunteers. In interview with The Journal de Montréal, the little girl's father, Martin Provencher, stated that when you live such a tragedy, you may turn towards unusual resources, "Like everybody, we sometimes listen to the Mystery Channel and we more or less believe in psychics. But should we reject this help out of hand?", Martin Provencher asks, in a voice that reveals a man, still determined.

Around 20 volunteers from the group Equinox searched some of the areas which had been detailed by the psychic group, "Find Me."


«Je suis presque content qu'Équinoxe n'ait rien trouvé, puisque ces clairvoyants pensaient qu'elle était morte», explique d'une voix pleine de tristesse Martin Provencher.

"I am almost happy that Equinox found nothing, since the clairvoyants thought that she was dead," explains Martin Provencher in a voice full of sadness.

Ten months after the disappearance of their daughter, the family is still receiving calls from people who want to help and the police have not closed the case. It has been a very hard year for the Provencher family and Father's Day was a sad occasion.

Yesterday evening her went out to eat with Cédrika's older sister, Melissa. The latter has had a difficult school year, according to M. Provencher. The whole family has suffered since last summer. "We don't even know if she is alive," her father says. "It is hard to start grieving. Wondering if she is being mistreated bothers me every day."

The, "Find Me," group gave a set of GPS locations as possibilities for finding Cédrika's body. Mr. Bouchard, head of the Equinox team widened the perimeter and his volunteers searched painstakingly, but found nothing. Cédrika's father says he will not give up until, "quand je vais l'avoir avec moi.»..."when I am going to have her with me."

Another missing child; a sister, a daughter, a grand-daughter. And yet another predator, like Michel Fourniret and Abdallah Ait Oud, using this time the strategy of asking for help to find a missing dog. The same man is thought to have approached other young girls, with the same story about a dog, on the days before Cédrika disappeared. I will never understand men who do this, who prey on children, taking them and harming them, leaving a family and a community in shock. Sometimes I almost forget that I am totally against the death penalty.

My thoughts and prayers are with the Provencher family. I hope that you will find out what has happened to your daughter. If she is dead, I pray that you will be able to lay her to rest. If she is alive, which would be so wonderful, I hope that she is able to be returned to her family, without serious harm.

In Belgium, little Garode found safe and well. In Czech Republic a mother sexually abuses her children and eats their skin.

Baby Garode:

Baby Garode, aged just 7 months, disappeared on Friday last from his bed in a clinic, where he had been placed under a judicial order for observation. He was recovered just after midnight on Sunday, asleep at the home of the young woman, aged 31, who had taken him from the clinic.

C'est grâce à une vidéo filmée par une caméra de surveillance, à l'hôpital, que la police a pu retrouver la ravisseuse présumée. Elle a pu être identifiée puis localisée. Peu après minuit, la femme a été interpellée à son domicile, dans la région de Charleroi, dans une maison de la chaussée de Bruxelles,.."

Enfants Kidnappés 22/06/08

The abductor, named as Dorothée Ballieu, and her partner were present in the house. Ballieu had apparently told her partner that the child was hers in an effort to renew their relationship.

Her (Ballieu's) photo was shown to victims of these various crimes, which enabled her to be identified by her telephone number and the car she used. She was finally located a little after midnight. The police arrived at the residence on the Brussels road in Jumet, where little Garode was sleeping peacefully. He had not been abused: the young woman had taken good care of him.

Klara Mauerova was eating her children alive.

Klara is a member of a sect, "The Holy Grail Movement." She is accused of imprisoning her two sons, sexually abusing them and of forcing them to mutilate themselves and sharing the eating of their flesh with other members of the sect.

Terrifying. That is the word that best describes this ignoble story which is currently the subject of a trial in the Czech Republic. A mother is accused of having shut away her two sons, tortured them, sexually abused both of them and having forced them to self-mutilate in order to give other members of her sect their skin to eat.

Ondrej, 8 ,and his brother Jakub, 10, were shut in the cellar of the family home. Klara is reported as stating that she cannot understand why she did what she did. She and five other members of the sect, one of them her sister, are on trial for the abuse of the two boys.

Amy Fitzpatrick: Clarence Mitchell promises media interest.


Clarence Mitchell has promised to take Amy's story to the major UK TV channels. Amy, aged 15, disappeared in the Malaga region of Spain, where she had been living for five years with her mother and her step-father. Now, while I feel that Amy is deserving of media interest, I wonder why Clarence has singled out this case for his expertise and connections with the media. In the UK, there are many young people of Amy's age who go missing every year. Could it be that Amy's case attracted media interest in the first place because she disappeared in Spain? Could it be because Amy's name is already known, unlike those of the many, many others who have since gone missing from home and family?

Why choose Amy rather than one of the anonymous young people, who have attracted no media interest whatsoever? Amy's case is not unusual. What is unusual is the interest which resulted from a media, sensitised to the disappearance of British children on the other side of the channel, following the disappearance of Madeleine McCann.


So, Clarence, if you are so keen on being the media spokesperson for missing young people, why not pick a name, any name from the Salvation Army's web site, or the web site of Missing People, or the web site of CROP? I am sure there are many others, who are deserving of your attention.

Amy Fitzpatrick est la jeune Irlandaise âgée de 15 ans disparue depuis le premier janvier en Mijas, dans la région de Malaga, en Espagne, où elle vit depuis cinq ans en compagnie de sa mère et de son beau-père. "He is only doing this because he wants to help find Amy. We are very grateful to him. We have been trying for a long time to get the British media to take an interest in the search for Amy," stated her mother, currently in Dublin, Ireland. (If Clarence is so keen on finding a missing child, why not encourage his clients to return to Portugal and help the PJ by participating in the reconstruction of the events surrounding their daughter's disappearance? One job at a time, Clarrie, might be a good idea!)

Amy Fitzpatrick, is the young Irish girl, aged 15, missing since January first in Mijas, in the Malaga region of Spain, where she had been living for five years with her mother and step-father. Since her disappearance on January 1st, the Guardia Civil has carried out a number of searches in the whole province, using sniffer dogs and helicopters.

According to Audrey Fitzpatrick, Amy's mother, and her partner, Dave Mahon, the family is, "keen," to alert the 200,000 English ex-pat residents in the Spanish region about Amy's disappearance, because they mainly subscribe to British newspapers television channels.

Clarence Michell made a return trip of a few hours to Dublin, where he met Amy's family.

"He offered to come and meet us. It was really good to meet him. He offered us real help in the British media to get Amy back," Audrey Fitzpatrick acknowledged.

Well, I wonder if Clarence would have hit the media with the story if he had chosen the 15 year-old daughter of Joe Bloggs from Hull, on whom to bestow his beneficence? Unfortunately, Joe Bloggs' daughter would be seen as one of many and perhaps the media and the general public would have wondered what Clarence was up to? Distracting attention from something? The wider agenda, maybe? Who knows?

The McCanns' Portuguese lawyers have said that they do not believe they will have access to the file before August and that they would try to get all the charges dropped.

Meanwhile, the lack of response from parliamentarians to their declaration was very badly received by Gerry McCann: the official object of their visit to Strasbourg was to obtain the signatures of 1882 deputies, but, after a whole day, they had only managed to obtain 15, which leaves us to predict that the document, which in the end has no legal or political weight, will not be published.

Selon la BBC, Viviane Reding, alors Commissaire européenne pour les Télécommunications, s’était dit "enchantée qu'aujourd'hui la plus importante mesure vers un numéro d’appel unique, commun à toute l’Union européenne, pour les enlèvements d’enfants ait été prise."

So far, four European countries have set up the call number 116 000 as the emergency number to help in the search for missing children - Belgium, Greece, Portugal and Denmark - in France the number comes into service this summer and others will follow.

(Shouldn't someone tell Gerry McCann that while he has been getting a bit worked up about those deputies not signing, that the project has been underway since 2006, and doing quite well without his help?)

Yesterday, the Vice-President of the European Commission, the Frenchman Jacques Barrot, named as the new post-holder for, "Justice, LIberty and Security," replacing Franco Frattini, indicated that, "amongst his priorities," is the setting up of the European rapid alert system in cases of missing children, strengthening the protection of minors in divorce cases and a new proposal for the fight against sexual exploitation of children.

En outre, il considère que le système d’alerte que l’Union européenne met en action, depuis 2006, ne signifie pas qu’"une alerte Amber sera émise pour un enfant enlevé, car un tel système n'existe pas." Jacques Barrot also stressed that on the issue of child protection, he follows the strategy adopted by the Parliament in January.

In his blog, on June 13th, Gerry McCann strongly criticised the European Union's project, claiming that the number 116 000, "was so far only operational in one of the 27 European countries (Greece)." In addition, he considers that the alert system which the European Union has had in place since 2006, did not mean that, "an Amber alert would be issued for an abducted child, because such a system does not exist." The McCanns, who are in Strasbourg today, still need the signatures of 182 European parliamentarians for, "the written declaration," but the document has no legal weight in the European Union.

(Now that's odd, Gerry! Recently there was a simulated alert carried out by the four EU countries, which are said to have already set up the 116 000 call facility. Who didn't do his homework?)

Les parents de Madeleine McCann se déplacent, demain, au Parlement Européen à Strasbourg afin d'essayer de convaincre 182 eurodéputés de soutenir la création d'un système d'alerte européen pour enfants disparus. "Jusqu'à présent nous avons recueillis 211 signatures. Précisons qu'il faut 393 signatures de députés européens afin d'atteindre la majorité simple au Parlement" a avancé le porte-parole de Kate et Gerry McCann, Clarence Mitchell.

Madeleine McCann's parents travel to the European Parliament in Strasbourg tomorrow, to try to convince 182 Euro-deputies to support the creation of a European alert system for missing children. "We have so far gathered 211 signatures, and we need 393 signatures from Euro-deputies to reach a simple majority in the Parliament," Kate and Gerry McCann's spokesperson, Clarence Michell stated.

Les forces de l'ordre pourraient ainsi lancer une Alerte Enlèvement en utilisant les médias et si des accords sont établis avec les pays voisins, permettre une réponse rapide au niveau transfrontalier en cas de disparition inquiétante. Les députés n'ont plus que deux sessions parlementaires pour souscrire au projet et signer le document.

Police forces could thus launch an Abduction Alert, using the media and if agreements were reached, with neighbouring countries, allowing a rapid response at cross-border level in the case of a worrying disappearance. The deputies have only two more parliamentary sessions to support the draft and sign the document.

Les initiateurs de ce projet sont: Edward McMillan-Scott, Roberta Angelilli, Glenys Kinnock, Evelyne Gebhardt et Diana Wallis. Le document invite les États membres à conclure des accords de coopération avec tous les États frontaliers afin de se donner les moyens d'agir et de réagir rapidement. Les parents de Madeleine ont obtenu le droit d'associer leur nom à un noble projet pour lequel ils n'ont pas apporté la moindre pierre à l'édifice!!!

Let's be clear, the McCann parents have absolutely nothing to do with this draft. It is purely and simply an attempt to recapture media attention. The declaration presented to the European Parliament on April 10th was not drafted or suggested by the McCann couple. The originators of the draft are: Edward McMillan-Scott, Roberta Angelilli, Glenys Kinnock, Evelyne Gebhardt and Diana Wallis. The document calls on the member States to complete their agreements of cooperation with all neighbouring States in order to give themselves the means to act and to react rapidly. Madeleine's parents obtained the right to associate their name with a noble project for which they have not added the smallest stone to the building!!!

B. considérant que de tels crimes sont de plus en plus nombreux en Europe et qu'ils peuvent entraîner le franchissement de frontières par les victimes,
C. considérant que les chances de sauver la vie d'un enfant enlevé diminuent avec le temps,
D. considérant qu'il n'existe ni système d'alerte européen pour les disparitions d'enfants ni systèmes locaux ou nationaux dans une bonne partie de l'Union européenne,

Contents of the written Declaration on immediate cooperation to find missing children.


The European Parliament.


  • Regarding article 116 of the procedural rules,
A. Whereas child abduction is amongst the most inhuman of crimes,
B. Whereas such crimes are becoming more and more numerous in Europe and they can involve the victims' being taken acroos borders,
C. Whereas the chances of saving the life of an abducted child decrease with time,
C. Whereas there exists neither a European Alert system for missing children nor a local or national system in a good part of the European Union.


1. invite les États membres à mettre en place un système d'alerte pour les enfants disparus, dont le déclenchement impliquerait l'envoi immédiat aux médias concernés, à la police des frontières, aux douanes et aux services de police, des renseignements suivants:

  • l'identité de l'enfant disparu, ainsi qu'une photo, dans la mesure du possible,
  • des informations concernant la disparition et le ou les ravisseurs soupçonnés,
  • un numéro de téléphone de contact et des informations (le 116 000 s'il fonctionne);

2. invite les États membres à conclure des accords de coopération avec tous les États frontaliers afin de se donner les moyens de lancer l'alerte rapidement sur les territoires concernés;

3. demande la mise en place d'une organisation commune chargée d'aider et de former les organismes nationaux;

4. charge son président de transmettre la présente déclaration, accompagnée du nom des signataires, à la Commission et au Conseil.

1. Calls on the member States to put in place an alert system for missing children, for which the triggering would involve the immediate sending to the appropriate media, the border police, customs, police forces, the following information:

  • the identity of the missing child and where possible a photo.
  • information concerning the disappearance and the suspected abductor or abductors.
  • a telephone number and contact information (116 000 if this is operational)
2. Calls on member States to complete an agreement of cooperation with all bordering States, in order to give them the means to rapidly launch the alert in the appropriate areas.

3. requests the setting up of a common organisation responsible for helping and training national bodies.

4. instructs its president to place the declaration, accompanied by the names of the signatories, before the Commission and the Council.

Le 10 avril dernier, alors que le couple McCann s'adressait à la presse après avoir discuté avec quelques députés européens, le Commissaire pour la Justice, la Liberté et la Sécurité, et vice-président de la Commission Européenne, Franco Frattini, tenait une réunion dans une salle voisine de celle où se trouvait le couple McCann portant sur les enlèvements d'enfants. L'exemple cité fut celui de Denise Pipitone, kidnappée en septembre 2004, et dont les kidnappeurs ont probablement voyagé à travers tout le pays avant de quitter ses frontières. Notons que dans ce cas-ci, la petite Denise est probablement toujours en vie. Il s'agissait d'une conférence sérieuse portant sur la coopération entre États membres. Franco Frattini étant un fervent défenseur d'un système d'Alerte européen. En 2006 déjà, le Commissaire faisait référence à un outil de coopération européen en la matière. Il a proposé un système d'Alerte européen à établir par chaque pays membre de l'UE au lieu d'une législation du Parlement européen.

On April 10th, while the McCann couple were addressing the press after having discussions with a few European deputies, the Commissioner for Justice, Liberty and Security, and Vice-president of the European Commission, Franco Frattini, was holding a meeting in an adjacent room to the McCann couple, about child abductions. The example cited was that of Denise Pipitone, kidnapped in September 2004, whose kidnappers probably travelled the length of the country before crossing its borders. We note that in that case little Denise is probably still alive. It was a serious conference bearing on the cooperation between member States. Franco Frattini is a fervent defender of a European Alert System. In 2006, the Commissioner was already referring to a mechanism for European cooperation on the subject. He proposed a European Alert system be established by each member country of the EU instead of legislation by the European Parliament.


Franco Frattini a souligné que l'abolition des frontières en Europe ne devait " pas signifier l'abolition des frontières pour les criminels ". Il a ainsi ajouté que " l'Europe sans frontière " devait " protéger les victimes, les enfants et garantir une justice rapide et efficace ". Le vice-président de la Commission Européenne a souhaité que le dispositif "Alerte enlèvement" français devienne "un système européen". Ayant salué publiquement l'initiative française, Franco Frattini a demandé à Rachida Dati "de présenter le modèle français dans quelques semaines aux autres pays" de l'UE, afin qu'ils " puissent adopter le même système " a-t-il conclu. Le ministre de la justice française a affirmé le souhait de bâtir " un espace judiciaire européen plus concret et plus efficace ". L'adoption du futur traité simplifié en 2009 devrait faciliter cette construction par le développement des " équipes communes d'enquêtes " qui permettent " des interpellations et des investigations plus importantes, plus efficaces et plus rapides ", a précisé Rachida Dati.

Franco Frattini stressed that the abolition of borders in Europe must, "not mean abolition of borders for criminals." He also added that, "Europe without borders," must, "protect the victims, the children and guarantee rapid and effective justice." The vice-president of the European Commission hoped that the French, "Abduction Alert," system would become, "a European system." Having publically recognised the French initiative, Franco Frattini asked Rachida Dati, "to present the French model to other countries of the EU within a few weeks," so that they,"can adopt the same system," he concluded. The French Justice Minister confirmed the wish to build, "a more solid and effective European judicial area." The future adoption of the simplified treaty in 2009may facilitate this construction by the development of, "joint investigation teams," making, "interrogations and serious investigations more efficient and more rapid," stated Rachida Dati.

Comme on peu le voir, les parents de Madeleine n'ont pas placé la moindre virgule dans ce projet. Nous aurions préféré qu'ils fassent pression sur leurs "AMIS" afin qu'ils participent à la reconstitution demandée par la PJ plutôt que d'assister à un show médiatique. Je me demande si Piera, la maman de Denise, trouverait inutile, absurde ou déplace de faire une reconstitution 4 ans et 9 mois après l'enlèvement de sa fille avec tous les acteurs impliqués permettant de voir qui faisait quoi, où, comment et de quelle manière ?!!

As might be said, Madeleine's parents have not placed a single comma in this draft. We would have preferred them to put pressure on their, "FRIENDS," to participate in the reconstruction requested by the PJ rather than attend a media show. I wonder if Piera, mother of Denise, would find it useless, absurd or misplaced to do a reconstruction, with all the involved players, 4 years and 9 months after her daughter's abduction, allowing it to be seen who did what, where, how and in what way? !!
